I am thinking Assad ordered the attack. Trump's enemies, foreign and domestic, would have pounced by now with incontrovertible evidence of Assad's innocence in order to embarrass the President.

It is looking solid to me that the attack happened, and that this was a real test of Trump which he answered soundly.
