But note that one of Trumps earliest official actions as president was to order key federal agencies basically to not enforce the individual mandate, the cornerstone of Obamacare, effectively starving Obamacare to death.

Trump has not effectively done anything to Obamacare. It’s still there along with the prohibition on interstate marketing of health insurance, bundling of health care options that many of the insured have no need for and a failure to stop illegals from gaining access.
