That is not all all accurate.
When one commits civil disobedience, they will be arrested.
If a person is arrested for an act, it usually means they had no right to commit that act.
Civil disobedience is breaking the law.
That’s not a right.

But when a long train of abuses and usurpations, pursuing invariably the same Object evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new Guards for their future security.

Civil disobedience is breaking the law. Thats not a right. The Left presumes that they can break the law with impunity. In many Democrat-controlled areas, they are correct. The police will be told by Dem politicians to "stand down" as far as doing anything about violence by Leftists.
