A protest was going on and these Black Bloc rioters were there. It was in the middle of a big city with lots of skyscrapers all around. As the rioters were starting to do their thing, large phalanxes of National Guard vehicles moved in around the perimeter, some distance away from the center of the riots. They had these large, movable walls that they put into place across the streets, from building to building to building, effectively penning in the riot. Then they deployed a huge smoke or tear gas bomb into the center of the riot and everyone ran in every direction, down the streets and alleys and into these walls. The walls were too large for them to scale; there was no escape. Then they just scooped them all up and arrested them.
