The National Popular Vote bill would guarantee the Presidency to the candidate who receives the most popular votes in all 50 states and the District of Columbia. Explanation It has been enacted into law in 11 states with 165 electoral votes (CA, DC, HI, IL, MA, MD, NJ, NY, RI, VT, WA). It will take effect when enacted by states with 105 more electoral votes. Most recently, the bill was passed by a bipartisan 4016 vote in the Republican-controlled Arizona House, 2818 in Republican-controlled Oklahoma Senate, 574 in Republican-controlled New York Senate, and 3721 in Democratic-controlled Oregon House. It has passed one house in 12 additional states with 96 electoral votes (AR, AZ, CO, CT, DE, ME, MI, NC, NM, NV, OK, OR).
I can not believe the conservative AZ house passed this law. I need to research this.

There will be an uptick of Democrat votes in strongholds where it doesn’t make a difference in local elections and will affect the outcome of the so-called “Popular vote”.
California ran the board this time counting absentee ballots for what seemed far longer than in previous competitions. Usually if the number of outstanding ballots does not affect the outcome of a race, they aren’t tallied. Laws in some areas have changed in the past 20 years but others still hold to that.
