While I am not sure that an administrative bureaucrat is a real position, I am sure that your vastly oversimplified idea of what the government does is absurd. As is your answer to DC concentration.
If you believe you do not get good service now just try and staff the positions with minimum wage workers. Surely even you should know that you get what you pay for.
