If it’s a Neon SRT-4, the top speed is 150+.

Ift has a blower motor in it, it will. :) You can by a kit to put a V-8 in a mazda Miata. I once saw a 350 small block in a triumph tr-7. These kids nowadays are clever.....when they want to be.

Just what if the radar device made a mistake ... and thought the trooper was stationary rather than moving 70 mph on the opposite lanes of the highway ??!?
With technology anything can happen.

The Neons had a variant that could. Neons of all stripes were also a favorite amongst the entry-level SCCA auto-crossers. They had excellent power-to-weight ratios, and handling was superb in their class.
Still, they haven't been made for over a decade, and I'd be loath to take any modern, but older, Chrysler product over the 100-MPH mark.

With MOPAR, I would be concerned about the front end parts at that speed (ball joints, control arms, maybe torsion bars as an older car in Maine may have rust issues).

A Dodge Neon can go that fast? I knew a slippery fellow who got ticketed for driving 90 or so on the Interstate, where speed limit at the time was 70, I think.
When he was pulled over the fellow had noticed a crop sprayer airplane doing its thing over a field adjacent to the highway.
He told me openly that he was driving 90, or 95, but he showed up in court and made the argument that the highway patrolman had actually been picking up the speed of the nearby airplane...and beat the ticket!
Maybe the driver of the Neon unknowingly had another craft somewhere within radar range...?

A neon going 146?
Have you been trained in radar use?
When were you last trained?
Did you calibrate the radar before use?
If no -
When was the radar last calibrated?
Who performed the calibration?
When was the person last certified?
etc
