Sounds like subsistence fishing to me. You catch it, you keep it, you eat or share it. Poor folks do that a lot, and usually are not caught.

Double standard. When we were teens, one of or favorite places to fish was below a local hydo dam. Crowd was usually thirty, give or take. Mostly made of a mix of blue collar or poor whites and blacks. Game warden would make surprize checks.
Now, the same fishing areas are 90% hispanic at three times the numbers from when i used to fish there. I’ve never seen a game warden down there lately.
