The non-distraught nature of the way he said it is what makes me think it was mistake or a joke of some kind.
If she’d really have croaked over they’d has phrased the opening differently. More like “Breaking now, Hillary Clinton died suddenly at the 9/11 memorial service. I repeat Hiilary Clinton is dead!
