Yeah, that was my thought too. One handed control? At a passing vehicle? Adrenalin rush probably but, dang there were a lot of bullets flyin’ down the street.

I've been a CHL holder for almost a couple of decades. I can tell you this with all certainty. If I were to open fire on a vehicle in like manner, even if the person driving attempted to run me down, I'd be put before a grand jury. Indicted? Not sure, but ya just can't justify (at least civilians) using deadly force as the perp is driving AWAY from you. The threat is gone...or going, but somehow it's ok for the police to start poppin off rounds willy nilly in an urban setting.
Not even touching the fact that it appeared the cops were surrounding the guy and he really had no where to go.
