Culling is the only solution. Let bow hunters in for a quiet 1 week hunt.
Exactly, they can even charge them a permit fee (and they would gladly pay it as well)
Just have park police block off the parks/forests so the hunters can go in and take out the deer. It would be the cheapest and easiest solution
Plus deer are tasty
