Not if new manufacturers have to jump through new and improved regulations designed to prevent doing business in a less expensive way. You destroy one guy working under regulations that allow him a “grandfather” type of exemption, which is quite common, the new guy has twice the cost and cannot get a bank to loan him the money because govt threatens to destroy them, or of course the government OWNS the banks.
