Absolutely. We had a case of Chinese people coming into Canada and illegally entering UP. (Michigan). Some Louse got a few thousand dollars off them and promised them entry. He got a boat on the Native reservation nine miles out of our city. He got them across about 300 yards to Sugar Island, Michigan. It is very rural and sparsely populated.
The only way on foot to the mainland is at the ferry to Sault Sainte Marie, Michigan. There they were, four Chinese people trudging down a country road. Stuck out a mile on the ferry. Border people informed by local persons. Back to Canada for them.
The Louse was not prosecuted in Canada. The authorities said he committed no crime. I would imagine the American authorities would like to talk to him.
