I can think of two reasons to shoot up a center for the disabled: For the authorities to use up resources,(cops,ambulances,firetrucks,etc) or something that makes the American public say We just have to have more gun control!

This is a very real possibility. Although reading the description of the attackers and the scene, my instinct is terrorist attack. Very soft target in a very populated area with easy freeway access to getaway. Time will tell.
