They cannot, within most Christian churches. But following the rules of Christian churches is not required for the state to recognize a marriage. Atheists can get married. Pagans and Wiccans can get married. Hell, Satanists can get married.
Marriage doesn’t have to be about procreation. Elderly people past the age of conception can get married. People with hysterectomies and vasectomies can get married.
I’m not happy with her being in jail, but I think she should resign a government position that she is unwilling to perform.
I think she should feel free to exercise her religious freedom. But if her religion tells her she cannot do the job for which she was elected, even if that job has changed since she was elected, she should step down.
I don’t see how she is not a government official who is imposing her religion on the people who come to her office for government services. That’s what hangs me up on this. If she was a person who converted to Islam and decided she would not hand out licenses to anyone who wasn’t Islamic, we would all be up in arms.

Marriage absolutely IS about procreation; indeed that is its fundamental aspect. Procreation is the natural result of male-female sexual union. The capacity to procreate may be diminished (even to zero) in certain men and women; age, illness, injury and defect combine to have this effect. Regardless, procreation is at the center of male-female sexual union. A healthy man and a healthy woman can procreate.
Homosexual sodomy can NEVER, by its very nature, lead to procreation. There is no physical act two males can do with their bodies that will produce a baby. There no physical act two females can do with their bodies that will produce a baby.

Health has nothing to do with it. Procreation is not part of the NATURE of homosexual acts. Hence, homosexual "marriage" is an absurdity. No court, no legislature, to bureaucrat can change nature.
