My use of "could" indicates that it is a very real possibility, in the absence of other ballistic data.

Where is the conspiracy?

(If anything which "could" occur is suddenly a Conspiracy Theory, then the statement that "Trump could be the next president." wouldn't be just a possibility, instead it would be a "conspiracy theory" by your definition.
