Huh what? He let it get a point where he had to raise taxes or stop a lot of work and let it go bad. He chose stop a lot of work and let it go bad. He should have not let it get to that point and done something before that.
Done what? This is a state, not the federal government, they have limited options. Are you suggesting he should have raised taxes?
Here's an economic lesson for someone who calls himself a conservative: any work that was stopped was being paid for by tax money taken from private business. As such, it was a drain on the economy.
