In other words, they are doing their best to discourage doctors from performing the procedure.

How long before the “quality of care” is evaluated based on the doctor’s political views or donations to the “right” party or candidates?

one man decides how much to pay a hospital for your new knee
and that you only get one to replace one knee
and how fast they have to discharge you to show it was “quality” care
Obama is STILL pissed than his granny Toot spent part of his inheritance on a hip replacement when she should have just taken a pain pill

This was tried before in the early 90's. The "Corporation" ( who will remain nameless) I worked for at the time did this and ranked the menu plans based on performance of doctors etc. They got their @$$es sued off and had to get a whole new booklet and plan and we had to do all that picking crap all over again within 6 months and this story made the WSJ.
Now that they are living under Obamacare, I bet no one has the cohones to the legal route as they prolly know they will be crushed by the Leviathan....

Look into what they are doing in the Netherlands. Doctors are allowed to euthanize people under very strict rules. They have to be counseled about end of life options, they have to consent to being euthanized and they need to reconfirm that intent multiple times over a period. But it's come out that doctors are skipping all that and just doing it if they think it's in the best interests of the patient and they feel the patient cant't make a rationale (i.e. pro death) decision on their own.
Slippery slope once you start asking medical people to abandon their oaths and preach death.

so.....the quality of the work done by a doctor who formally studied for twelve years is going to be judged by some bureaucrat who earned a BA in Womyn’s Studies from Wassamatta U?
To: Brad from Tennessee
wait...isn't that like “merit” ?
course, who gets to decide what “quality of care” is ?
does this open up the feds & doctors to more malpractice ?

“does raise the question of how much legislative authority can be ceded,”
Congress would just as soon cede it all, if they could keep their money and their women.

When that kind of control is imposed, there should be no surprise when there are no parties willing to provide services. Medicare can go suck an egg.
