Special software necessary to deliver the weapon, along with flight testing to ensure safe separation when released. And the F-16 physically can't carry it and the F-15E needs special upgrades and a special loading process and once loaded, can't carry it as it taxi's as the weapon is too large for ground clearance.
We tested the weapon on B-52’s and we didn't sell any of those aircraft, even to our special friends and allies.
