Obama hardly started this trend; when it became legal to hire less-qualified job candidates or admit less-qualified college applicants solely because they were black, it was all over (for both whites and blacks). That is why this country is becoming a Hispanic/Asian melting pot.

The president does not have authority over local district attorneys that prosecute 99% of people accused of a crime. He most certainly has power.
