“Back at ya. . .during the time James Bond was created there were no [black Scottish secret agents] to speak of.
Want a black MI-5/6/8 agent, fine, just dont call him (her or it) James Bond. “
$$$$$$$$$$$$$
But do all the James Bond films take place “during the time James Bond was created”?
The right answer is no. As I stated earlier, the Bond film franchise has now transcended the original Fleming novels. Bond no longer needs to be a Scottish white male. Bond can now believably be virtually any demographic Hollywood wants him (or her!) to be, much like, say, the commanding officer in any Star Trek movie or series. No difference.
Silly question. The time and place where Bond was created defined the man and his character.

The Bond character is BOND. That means a specific character type.

You see no difference between Capt Kirk and Pickard and that awful Janeway? Goodness. Besides, they were each different captains with different NAMES and commanding different ships. There were totally different characters. They shared nothing but a ship name.
If you change the character and the man, he is no longer Bond.
To use your example, make a new cpatain [agent] if you want to, make him/her/it any color or sex, or both, have at it. It's not Capt Kirk [James Bond].
You can call a disabled, transgendered ethnic hodgepodge something “James Bond” but that doesn't make that monstrosity James Bond.
If you have an agent that is a disabled, transgendered ethnic hodgepodge something, great, name it Taweka Jawa LaShunda. . .but not Bond.
