A cruise ship doesn't need a helipad to offload passengers to a helicopter.
It's not necessary for the helicopter to actually land in order for it to upload passengers from a cruise ship.
They can use winches, harnesses, etc.

I know a couple honeymooning on the cruise. Carnival offered them 50% off on their next cruise. I don’t blame Carnival for what happened, but their response seems designed to cause bad PR for the company.
