I know I’m going to get hammered, but I looked at the pics and to call that a choke hold is a little sensationalized. It generally takes both hands/arms to perform a choke hold and the victim does not typically run away afterwards.

look at my sig line and you can see how I feel about police brutality and militarization. With that in mind, I agree, there's no way that was a choke hold. Not even close.

Now that's a choke hold.
