My opinion: this was a propaganda attempt by the separatists that backfired. The caption on dailymail.com says they’re evacuating an apartment building that’s being shot at by Ukrainian forces.

It’s probably more like a staged Paliwood production. Both sided in this are shamelessly pumping out propaganda.
