Actually two is twice as many as you need.
One at each major substation in the USA, with small caliber rifles, even muzzle loaders, could take down the entire grid for a year.
I still cannot believe the technical, electrical and scientific illiteracy in the USA, even here on FR.
Second only to natural or man made EMP, this is the type of attack on the grid I fear the most.
If it were done at the same time, within 15 minutes or so of one another throughout the country, we would be in the stone age for several years.
Air burst nukes over most of our major cities would have less effect than this on the overall country.

They need to beef up substation security. Anyone with a rifle could shut down a grid.
