Obama administration officials on Tuesday acknowledged that it still has to build elements of HealthCare.gov, even as it attempts to fix problems on existing portions of the Obamacare website.
"We still have to build the payment systems to make payments to issuers in January," Henry Chao, HealthCare.gov's chief project manager at the Centers for Medicare and Medicaid Services (CMS), told a subpanel of the House Energy and Commerce Committee today.
CMS spokeswoman Julie Bataille confirmed to reporters that certain "back end" systems are still being built, including financial management systems to transfer tax credits to insurers. Those systems, she said, are not essential until 2014.

I cannot understand at all why they did not take the Republican offer to delay.
It is only THIS WEEK, after weeks of testimony before the House and Senate (some of it sworn) that this comes out?!? Impeach them all for purgery.
We have to build it to see what is on it.
Cause they know the taxpayers are going to get stuck with the bill.
HealthCare.gov is a sham front-end user interface. The hamsters running in their cage wheels are dead.
Well, that's a relief. We still have about 42 days to build all these subsystems. The "suits" will probably be hammering out specs until around December 29'th... then they'll ask the programmers to build it by the 1st. Piece of cake.
They are still building a lot of parts that won’t work. They haven’t even started building the parts that might work. They are saving the hard work for last.

As you said, website not built yet for payments. According to Guy Benson at Townhall, not only must you be SIGNED up by December 15th, but in order to have coverage by January 1, 2014, you have to have PAID your premium by December 15th.
I’ll say it again....designed to fail from the getgo. Obamacare was designed to DESTROY the entire healthcare system so that Obama can RESCUE us for the COMMON GOOD with a SINGLE PAYER NATIONAL HEALTHCARE RATIONING SYSTEM. The Progressives are LAUGHING at our whining and complaints.. . they are getting EXACTLY what they wanted all along.
