Why is it on CSPAN 3? Whenever a hearing is potentially damaging to the Administration, it gets dumped to the “less available) C-SPAN3. Who makes these decisions?

I don't know, but Nancy Pelosi supposedly had the power to turn off the lights in the House during the debate over rising gas prices.
