This is a very interesting article by Sharyl Attkisson at CBS News. It’s very long and covers different topics surrounding Benghazi, from the decision not to deploy FEST to how the talking points came about.
The quote below talks about how certain anonymous White House officials say that the missteps in Benghazi was less about malice and more about incompetence. For instance, they claim that the reasoning behind not deploying the counterterrorism unit known as FEST stemmed from a misunderstanding of FEST’s role and ability. One official does pin the decision not to send in FEST on Under Secretary Patrick Kennedy, though the State Dept. would not admit to it.
If all of this is true in the report, the bottom line is whether it was incompetence or malice, it’s completely and utterly unacceptable and the truth should be made known to the American people.

Kennedy does NOT have the authority make that decision independently!
Petraeus at CIA or any 4 star could simply countermand any such instruction, if it did not originate at higher authority.

Under Secretary of State for Management is his official title.
Now, I’m not an expert, but that doesn’t sound like the kind of rank required to call off immediate emergency response to a terrorist attack.

“Under Secretary for Management is a position within the American Department of State that serves as principal adviser to the Secretary of State and Deputy Secretary of State on matters relating to the allocation and use of Department of State budget, physical property, and personnel, including planning, the day-to-day administration of the Department, and proposals for institutional reform and modernization”
Now, according to that, his job is to advise the Secretary of State, and may have some independent influence on state department property and personnel. Could such a person have the authority to call of FEST?
I’d say malice since a Kennedy is involved. Then I recall the drug use and light fingers in the past and I’m moving to detached incompetence. In either case it all fits this administration.

We still do not know where or what the Prez was doing when the call came in! Obviously he was AWOL! And our people died!

Let’s see. . . he was born in 1949 and overdue for retirement. Yup, he can take the “fall” and be financially set for the rest of his life just like the IRS Director.

The incompetence of these career position employees as well as the current administration trying to cover up their own mistakes is “transparent.”
Weren’t we supposed to be getting a guy who could take the 03:00 o’clock call?
Where was Obama in all this? This was HIS call! He’s the Commander in Chief, and this was a high level incident involving our Ambassadorial staff and our military response to it.
This took place over nine hours, and Obambi couldn’t even take part? Is that it? He was too busy?
This is the sort of thing that gets managers axed. Here’s an incident which should be at the top of his priority, and he’s MIA. It’s so bad, you’d almost imagine the White House staff flying one of those little black flags in his absence.
This is dereliction of duty in the highest office in the land, and nobody but nobody is demanding to know why this ignorant adolescent wasn’t on the job.
Was he stuck in a bath-house? Where was he?
He can’t take the fall. His rank is not high enough for the order to have come directly from him.
