I still hesitate to entertain the idea that even the Chicago machine would actively participate in a massacre in order to achieve their goals, but as for the rest, I agree 100%.

Even at their most innocent, the bills will be prepared and tuned, propaganda will be prepared, and they will wait expectantly for one crazy person, somewhere, to snap.

If they actually are involved in a massacre, then we're way past that awkward stage.

Fast and Furious (AKA Gunwalker) was pretty close. The ATF officials who designed it were joyful everytime those guns were used in crime in Mexico. At least 500 were killed with those weapons.

You could argue that those deaths would have happened anyway. But it is not much of a step from being complicit in massacres for political purposes to actively designing them.
