That painting is by Georges Seurat. In the 19th century he invented the painting technique of pointillism. If you blow that picture up you might be cable to see it is painted with dots only.

Yes,certainly is a clever technique.Had to study his style on my Art course at school. Never been so frustrated trying to copy a painting style,AHH!,went back to J.Constable and Monet fairly sharpish.
