The word church in Greek is ekklesia and means "gathering". Nowhere in the Bible is anyone commanded to get a storefront and start a "church". There were no stone churches until about 300AD. They met in one anothers homes. The "church" are the PEOPLE, not a building.
Define Ecclesia
1.an assembly, especially the popular assembly of ancient Athens.
2.a congregation; church.
Latin - Greek ekklēsía assembly

The suggestion of getting a storefront was intended to help resolve the dispute they're having, not define what a "church" is. However, they DO need to go out and start a church - since the current "home bible study" methodology that they have going right now is completely without any biblical sanction whatsoever. If they want to follow the scriptural pattern, then they need to organise as a local assembly under an ordained pastor or pastors.
