The "payroll tax credit" is a gimmick. It's borrowing from Social Security and will have to be "paid back" through general tax revenues.

What kind of economy has he lead if 99 weeks isn't enough unemployment insurance?

It is insane to extend UI benefits. This is already part of the problem. I have a buddy in California who didn’t even start looking for work until his benefits were almost exhausted. He eventually had to take a job below his “status”, but at least he’s now getting a paycheque. He could have had the same job within a week of being unemployed, but knew he didn’t have to make the decision immediately and then the government kept extending the benefits. Subsidize unemployment and you will get more unemployment.
