“1011092000” and “10111100100” are the dates and times in Greenwich Mean Time—so, 11/9/10 2000 GMT (12:00 noon PST) to 11/10/10 0100 GMT (5:00 pm PST). If the contrail appeared after 5:00 pm, then this NOTAM may not mean anything.
W537 is probably the code that defines the no-fly area over the weapons center. I don’t know what those CAE numbers are but “oceanic transition” is where an aircraft is handed off from the Los Angeles ARTCC to Oceanic controllers, where it leaves radar coverage.
So basically, they’re shutting down a section of airspace from 12:00 to 17:00 local yesterday. Is that anywhere near this? I have no clue.

Google "Los Angeles Sectional", move it around till you're just south of the Channel Islands, you'll see Control Areas 1316 & 1318

Incorrect. If the information you posted is accurate, airspace would have been restricted for a period of 29 hours commencing at 1200 PDT on 9 November 2010; today, and ending at 1700 PDT on 10 November 2010, tomorrow.
