It is not a legal session, and in all diplomatic shindigs, there are last minute changes based on events, timing, space, other commitments.
India has a very active press, and TV news too, and they were probably clamoring for access too.

Americans like Gibbs and his friends who were denied accessed tend to get very pissy when overseas when they can’t get their way.
