I read it as a low-profile attempt at state coercion of the citizenry, to force compliance through intimidation. These rascally settlers, setting up shop wherever they want, are throwing a wrench into the ruling elite's well orchestrated peace dealings. Barack's got Bibi on the verge of a permanent deal, doncha' know.

A very minor Ruby Ridge/Waco incident, just without the screaming, flames and dead bodies.
