No, I’m saying they used English common law to determine the meaning of NBC

Funny, that we don't see the Blackstone Commentaries nor is English common law anywhere being referenced in the US Constitution. We do see however that the Law of Nations is referenced in Article 1, Section 8.

"To define and punish Piracies and Felonies committed on the high Seas, and Offences against the Law of Nations;"

Ah...so you believe they were discussing “Piracies and Felonies committed on the high Seas, and Offences” commited against a book called the Law of Nations...

Almost as unbelievable as the claim that a phrase printed in a 1797 translation was the inspiration for a document written in 1787.
