True. But Jesus knew that would come up short because He said the poor would always be with us. If people accepted this personal responsibility it would not be necessary for religious or government solutions to exist. Well some might be willing if the tax deduction is personally beneficial.

Oh come on. Saying that the poor would always be with us was in no way insinuating that the government should step in. He did however say that the Church was a way to help the poor by admonishing Christians to give to the Church.
By people not accepting the personal responsibility in no way transfers the responsibility to the government. It is however, a condemnation to the Church and the individual.
