The president said he would be open to scaling back health reform legislation in order to salvage it.
President Barack Obama suggested he's open to Congress passing a scaled-back health-care bill, potentially sacrificing much of his signature policy initiative as chaos engulfed Capitol Hill Wednesday.
Top Democrats said they would press ahead despite growing doubts among rank-and-file members that they can pass a bill they've been laboring over for nearly a year. A host of ideas offered in recent days have lost favor.
One day after losing their filibuster-proof Senate majority in a Massachusetts special election, exhausted Senate Democrats looked downtrodden as they filed into their weekly lunch in a second-floor room at the Capitol. "People are hysterical right now," said one Senate aide.
Party members clashed openly over what to do next. Sen. Max Baucus, a top Senate Democrat, appeared to throw cold water on a bill that would focus only on stiffer insurance regulations. Rep. Charles Rangel, chairman of the House Ways and Means Committee, scotched another idea, a complicated parliamentary maneuver to usher a bill quickly to the president's desk.
In an interview with ABC News, President Obama said he would be open to scaling back the legislation in order to salvage it. "I would advise that we try to move quickly to coalesce around those elements in the package that people agree on," Obama said. White House Communications Director Dan Pfeiffer said later the president would prefer Congress to pass the comprehensive package, and hasn't given up on that option.

A regulation dealing with what insurance companies can and can’t do is not a “massive enroachment on the foundations of liberty.” It might be bad policy, might be good policy, I don’t know. But it’s not something I can get worked up about at all. It sounds like one of those things that insurance companies don’t like, but the people kinda do.

Insurance law notes that insurance can be offered to "natural groups" i.e. any group formed who's goal is not to aquire insurance.
I can think of 2 501(c)(3)'s near and dear to most peoples hearts that have a great track record, one as a business model, the other for their souls.
You got it, Credit Unions and Churches (i.e. any hall of Faith).
Imagine going to these two Insitutions and being able to log in and buy the policy of your choice from a menu of over 1300 policy providers and they getting a nominal renumeration to keep their doors open (something less than what a no-load brokerage house charges for a stock sale, i.e. less that $15.00...)
With these insitutions acting as the gateway, and equal tax free status per your No. 1, access would be esentially everywhere, with no excuses not to participate.
A twist on youe subsidy for the Poor. Tax deductions for wealthy Americans or those who would do it regardless of their means, is to "Sponsor" a family by helping them purchase a policy. Can you imagine someone like "The Donald" sponsoring 100 people, just because he wants to, because it is the right thing to do! Their are so many of means who are humble that would do this IMHO without any fan-fare.

there’s another word for that “vicious cycle” - — when this happens to a risk pool, actuaries call it a “death spiral” . It can’t be stopped. As sick enter and healthy leave, the rates increase, which causes the more price-insensitive healthy people to chnage their minds and leave, too, which causes the rates to increase faster. The price spirals up, and the pool clears itself of all but those who are are near-certain to make claims.
