If his father really was BO, Sr. then he had, at birth, dual citizenship and it is very common. I have a good friend, a naturalized US citizen who was born in Spain, and is married an American woman. His seven children have dual citizenship in both Spain and the US. But there is no debate over whether they are natural born citizens of the US. They most certainly are.
