On Nov. 1, the government of the state of California began withholding from workers' paychecks 10 percent more than what it had been withholding.
The Los Angeles Times described this move -- prompted by California's fiscal calamity -- as "a forced, interest-free loan" from taxpayers to the government. The Times explained to its California readers that "You'll be repaid any extra withholding in April. Those who would receive a refund anyway will receive a larger one, and those who owe taxes will owe less."
The ostensible purpose of withholding is to better ensure that taxpayers actually pay the taxes they owe. Governments fear that without withholding, too many taxpayers won't have enough to pay their full tax bills.
Regardless of the merits or demerits of this justification for withholding, California's government is now using withholding for a quite different purpose: to extract a forced loan.
Put more plainly, California's government has become a blatant thief.

It may not spark an outright revolution, but it will certainly spark a mass exodus.
They are taking 10% more tax. I under withhold any way, it’s about $5.00 a month more on an annual gross salary of $50k (for me).
I wonder how many long-suffering Californians will find this to be the final straw, and decide to walk away from their (probably under water) mortgage and start over again in Arizona or Texas? This exodus has been going on for years, and California’s impending bankruptcy is going to trigger a massive flood of people bailing on the state. Bankruptcy is not a matter of if, but when, at this point.

Two years ago, when I flew into Sacramento on business, i thought I went through a time-warp and landed in fascist Germany. I checked out property I was interested in and discovered some snot-nose nazi bureaucrat in the county had more control over the property than me.
I have never, in America, seen a more cowed population than in CA. Most California residents are slaves and happy about it.

We need to repeal the 1943 law that established payroll tax withholding.
We can protest all we’d like about the unfairness of the income tax system and starving the beast by cutting off its money supply — but it won’t matter if we still have withholding. We can refuse to file and the feds will still smile because they’ve already got our money, whether we file our income taxes or not. (And all that money amounts to an interest-free loan we make to the government, by the way.)
Do away with the tax withholding laws then every April 15 we will simply write Uncle Sam a check for all the taxes we owe. Really ... we will!
10% more tax is withheld. If they were taking out $100 in state taxes, now they would take out $110.
Bill O’Reilly got it wrong over and over and over on one of his shows last week. He thought your take-home pay would go down by 10%.

i just compared my withholding from June 15, 2009 to my November 15, 2009 pay statement (same salary). June $47.60 and November $70.27. Seems a bit more than 10%. And everything remains the same over this time period. All Californians should check their pay stubs this pay period.

I’m actually amazed there hasn’t been a mass-exodus from CA yet. It isn’t taking New Yorkers very long to flee oppressive taxation.

Had an interesting conversation, here, with a New Yorker on that very subject of leaving. Lemme tell you what he'd told me.
He said more people would leave, IF, they could sell their homes.
Makes sense; moreover, bet'cha there're thousands of trapped Californians facing the same obstacle. ;^)

There are still high tech jobs here and a lot of (former) H1Bs who believe that it is Governor Reagan’s California.
