Typically, this means the other person is free to marry in the Church as well, but I have heard (5th hand) of some restrictions being placed on rare occasion.

If there is no annulment then the person who has been divorced, against their will, can not re-marry. Do me a favor and don't argue. It's not opinion it's fact. I am Catholic and I know the faith. I have a Masters in it.
