Sorry for the delayed response (been away). To answer your question, think Kennedy (knowing his end was near) was aiming for that law change to hold count in the every-Dem-vote-is-crucial Senate to ensure as much passage of socialist agendas (i.e. healthcare) as possible. Notice how they change the law when it looks as if it might benefit the Repubs, but then want to change it back the moment it's of convenience to the Dems. On a side note to all those commenting on the ackwardness of the dark burial, I couldn't help but be struck by the contrast between Reagan's calm, serene, sunset on a beautiful horizon service and this disjointed, haggered, stormy, murky skied show for Teddy. How fitting in each case.
