It is illegal here in MN as well. An officer friend of mine says this is his favorite daytime excuse to pull someone over because he suspects something fishy. He usually only gives a warning, unless he discovers something else or if he is treated poorly.

Too bad you don’t hang a tea bag and fight the citation, make the news, and become famous. Another thought, you would be surprised by the number, of officers, that would not “see” the tea bag smile and drive on with a smile on their face.

Pennsylvania Vehicle Code Section 4524(c) provides in relevant part:
(c) Other obstruction. .No person shall drive any motor vehicle with any object or material hung from the inside rearview mirror . . . as to materially obstruct, obscure or impair the driver's vision through the front windshield or any manner as to constitute a safety hazard.
Title 75, § 4524(c).
That tells me that if it ain't materially obstructing your vision so as to constitute a safety hazard, it ain't against the law.
