Congress appears ready to pass an Obama administration plan that could create mandatory public service requirements for all American youth, fulfilling a campaign promise.
The bill, HR 1388: The Generations Invigorating Volunteerism and Education Act, otherwise known as the "GIVE Act," has already passed the House by a vote of 321-105.
On Tuesday, the Senate voted closure on the motion to proceed by a margin of 74-14 in a move that makes its ultimate passage likely.
The bill, promoted by the Obama administration as a means of encouraging America's youth to participate in voluntary community service, has received little scrutiny from Congress or the public.
Yet, a version of the bill in the House proposes to establish a Congressional Commission on Civil Service tasked with determining whether a mandatory service requirement for all young people in America could be developed and implemented, though it is not clear that provision will survive a conference committee.
Moreover, an amendment to the bill introduced by Rep. George Miller, D-Calif., one of the bill's 37 co-sponsors in the House, appears to severely restrict the First Amendment by prohibiting the youth participating in the program from attempting to influence legislation, organize or engage in protests, petitions, boycotts or strikes.
Funds under the bill are designated to be distributed through AmeriCorps, even though AmeriCorps volunteers have a history of being recruited and employed by community programs with an ideological purpose supported by Democratic Party politicians, including Planned Parenthood.

You’re right. I’ve spent a lot of my life working with kids; coaching baseball for 15 years, as well as being a parent leader for the church high school and junior high youth. The first thing I learned is that you can’t fool kids. They know a phony when they see one. The second thing is that when you try to compel a kid to do something they don’t want to do, you are not going to get a good result.
Examples:
Baseball: the kids who didn’t really want to play baseball didn’t make very good players. Usually they didn’t sign up after 4th grade. (Which made coaching the older kids more enjoyable).
Youth Mission Trip: Our kids volunteer to go on a mission trip. Two years ago we paired with a church that required their kids to go as part of their confirmation class. Our kids noticed that the other kids were not really into the process. I commented that the difference was that we volunteered, the other kids were conscripts.
Result; this program is going to be a big failure. Today’s kids want their XBox and Ipod. If they do want to work, they want money so they can buy XBox games and Ipod downloads. Going to these government indoctrination centers will be worse than going to school. It will be worse than going to detention after school. Knowing that it will be run by the government, just how organized and enjoyable do you think it will be?
If anything, it will backfire. The kids will hate it and think it’s a big joke.

Still don’t know and can’t find - is it mandatory or is it voluntary?
I luv the way they describe it as “encouraging people to participate” or whatever else such rubbish.
I sick of these bastids. Totally!!
I suspect they will be "paid volunteers". Taxpayer money funding ACORN types instead of having them working at productive jobs in the private economy. I visited my local Walmart one evening. The supervisor in the music/wireless section noted that lots of kids come to Walmart for a job. They want a job and a paycheck. What they don't what to do is actually work. When they find out that work is expected, they just disappear.
I absolutely agree about that, the types of kids that may fall into this would be the ones living on the streets, some types of gang members, those that are incarcerated and the inner city youths of the big cities particularly of minority families.
Whats the most frightening aspect about this is that Obama plans to arm them with the same equipment our Armed Forces use.
It will be a total failure, the plan of using youths to corral Americans could succeed because nobody will stand up against a 14 year old with an M4 when they come to your door asking if you have any guns at home.

Remember that video of the kids we kept seeing during the election? Maybe if that resurfaced some negative publicity could get going that would help bring this to attention in a bad way and make it go away.
According to them ,it’s mandantory AND voluntary??!!
