First and foremost, define "student".
Is that someone who actually attends school? Someone who's of age to attend school? Someone equal to or younger than the oldest person in school? Do we count college aged students? Continuing education students and their peers?

Yup. Obviously the only solution is more funding for police, prisons and many, many more gubberment workers. It IS for the childrun after all...
