In my last column I highlighted the draconian nature of the DC City Councils changes to the Districts gun control laws quietly passed in December, 2008 amidst all the Presidential inaugural hubbub. But heres the silver lining the Councils repeal of the Police Chiefs discretionary authority to issue gun carry permits makes district residents eligible to obtain mail order handgun carry permits from Pennsylvania.

So can someone who lives in IL or WI apply for a PA concealed carry permit by mail order?
You can get a non resident permit for PA.
“As this map at HandgunLaw.us illustrates, Pennsylvanias permit is accepted by many states.”
On that link, according to the great Commonwealth of Pennsylvania, “If your state is too restrictive and won’t issue you a permit, you cannot obtain a Non-Resident PA Permit/License”
Unless I’m missing something, that makes the whole article moot.
I know for a fact, that out of staters can get one from Florida, and is good in any state with reciprocity.
Yes - if you reside in a state or district of the US which does NOT issue any gun carry permits, you can apply, e.g., VT, IL, WI, and DC - note for IL residents - Sheriff Nau would like a copy of your FOID Card.
I had non-resident permits from Utah and Florida before i got an Iowa permit. I still could not carry in Iowa because Iowa does not honor those permits. DC residents carrying a gun while having a PA permit will still be breaking the law.
