LONDON: The CIA has told President Barack Obama that British-born Pakistani terrorists, who have extensive contacts with Lashkar-e-Taiba, are the biggest threat to the US, the Sunday Telegraph reported.

American spy chiefs have told the president that the Central Intelligence Agency has launched a vast spying operation in Britain to prevent a repeat of the 9/11 attacks being launched from Britain, the paper said.

It said spy chiefs believe that a British-born Pakistani extremist entering the US under a current visa waiver programme for all Britons is the most likely source of another terrorist spectacular on American soil.

A former CIA officer who has advised Obama told The Sunday Telegraph that the CIA has stepped up its British operations after the November Mumbai massacre by the Lashkar-e-Taiba, which has an extensive web of supporters in Britain, and is now as big a threat to the US and Britain as the al-Qaida.

Bruce Riedel told the paper: "The British Pakistani community is recognised as probably al-Qaida's best mechanism for launching an attack against North America."

"The Americans run their own assets in the Pakistani community; they get their own intelligence. There's close cooperation with MI5 but they don't tell us the names of all their sources.

"Around 40% of CIA activity on homeland threats is now in the UK. This is quite unprecedented," he added.

Explaining the increase in CIA activity over the past month, Riedel added: "In the aftermath of the Mumbai attack the US and the UK intelligence services now have to regard Lashkar-e-Taiba as just as serious a threat to both of our countries as al-Qaeda. "They have a much more extensive base among Pakistani diaspora communities in the UK than al-Qaida."

Formation

 

Formed in 1990 in the Kunar province of Afghanistan, the Lashkar-e-Toiba (also known as Jama’at-ud-Da’awa) is based in Muridke near Lahore in Pakistan and is headed by Hafiz Muhammad Saeed.

Its first presence in Jammu and Kashmir (J&K) was recorded in 1993 when 12 Pakistani and Afghan mercenaries infiltrated across the Line of Control (LoC) in tandem with the Islami Inquilabi Mahaz, a terrorist outfit then active in the Poonch district of J&K.

Objectives/Ideology

The LeT’s professed ideology goes beyond merely challenging India's sovereignty over the State of Jammu and Kashmir. The Lashkar's ‘agenda’, as outlined in a pamphlet titled Why are we waging jihad includes the restoration of Islamic rule over all parts of India. Further, the outfit seeks to bring about a union of all Muslim majority regions in countries that surround Pakistan. Towards that end, it is active in J&K, Chechnya and other parts of Central Asia.

Hafiz Saeed, a scholar of Islam, has said that the purpose of Jihad is to carry out a sustained struggle for the dominance of Islam in the entire world and to eliminate the evil forces and the ignorant. He considers India, Israel and US to be his prime enemies and has threatened to launch Fidayeen (suicide squad) attacks on American interests too.

The Lashkar-e-Toiba does not believe in democracy and nationalism. According to its ideology, it is the duty of every 'Momin' to protect and defend the interests of Muslims all over the world where Muslims are under the rule of non-Muslim in the democratic system. It has, thus chosen the path of Jihad as the suited means to achieve its goal. Cadres are drawn from the Wahabi school of thought.

Jihad, Hafiz Saeed said during the All Pakistan Ulema Convention held on July 17, 2003, at Lahore, is the only way Pakistan can move towards dignity and prosperity.

The LeT has consistently advocated the use of force and vowed that it would plant the 'flag of Islam' in Washington, Tel Aviv and New Delhi.

There are only 2 nations who have intelligence organizations worth a spit, Israel and Britain. The CIA is top heavy with political appointees and people who think it is their job to leak classified info to the press.
What the USA needs is someone in charge of the CIA who owes no political or personal favors, can’t be bought and who has the fortitude to purge the CIA, NSA, FBI and other groups of anyone who can’t keep a secret. Also, electronic surveillance is fine and needed, but it should not take the place of boots on the ground spies.

Mexico and Pakistan are at risk of a “rapid and sudden collapse,” according to a recent report from the U.S. Joint Forces Command.

The assessment comes as President-elect Barack Obama prepares to tackle international challenges including the conflict in Gaza, the wars in Iraq and Afghanistan and tensions between India and Pakistan.

“In terms of worst-case scenarios for the Joint Force and indeed the world, two large and important states bear consideration for a rapid and sudden collapse: Pakistan and Mexico,” the report says.

A spokeswoman for the U.S. Joint Forces Command said the latest assessment was likely written before the Mumbai attacks which further inflamed tensions in South Asia.

The Joint Operating Environment report, meant to examine worldwide security trends, says Pakistan, in the event of such a rapid collapse, would be susceptible to a “violent and bloody civil and sectarian war” made more dangerous by concerns over the country’s nuclear arsenal.

The report says that “perfect storm of uncertainty” by itself might require U.S. engagement.

The report says a collapse in Mexico seems less likely, but noted that the government infrastructure is “under sustained assault and pressure” from drug cartels and gangs. A collapse within the United States’ southern neighbor would also “demand an American response based on the serious implications for homeland security alone.”
