I’m pretty sure it takes a simple majority of the members voting. If all 100 vote, that’d be 51.

60 votes for cloture, quorum, debate.

67 votes to break a filibuster, override, or impeachment conviction.

Since 1975 the Senate voted a rule change and it takes 60 votes to invoke cloture (end a filibuster) but because the Minnesota Senate seat is still vacant and there are only 99 “duly chosen and sworn” Senators at the moment, it only takes 59 Senators to end a filibuster.

Isn’t this taking a bit too long?

Quorum call means they don’t have enough senators on the floor to do any business. It is a call for them to come to the floor. I am saying it will be great if Reed can’t get anyone to come back tonight. I can dream, right?
