That paragraph is an unsupported assertion, and it contains other misleading information.
Oswald was supposed to be transferred at 10:00. Ruby had gone downtown to wire money to one of his strippers at 11:17. Within five minutes after that he had shot Oswald.
He wasn't waiting outside. He would have gotten there too late if Oswald had been transferred as planned. He would have been too late if Oswald himself had not delayed to get his sweater.

The whole link shows how much time Ruby was spending at the DPD over those 3 or 4 days including on the day of the JFK assassination, being at Parkland Hospital and then, as early as 4:30 it looks like, going to the DPD.
I only look at all the facts, it does appear some Jewish man took out an anti-JFK ad in a Dallas newspaper around the time of the president’s visit. So, I read one link, that Ruby was afraid the assassination of the President might look to some people like the Jews had done it.
Still, easy to plug in either Ruby or Oswald being crackpots.
It’s also easy to just say, well Ruby had all these friends in the Dallas Police Department and that was why he was spending so much time there too. Maybe...he obviously did have some and some of them came to his nightclub on occassion it seems. But he did ask that news worker if they’d brought Oswald out yet.
Too, with all of the running around Ruby was doing, I’m not sure if there were already so many reports on what Cuba committee Oswald was on and that Ruby could go as far as to correct the District Attorney Wade on that fact at the midnight news conference from what I can tell.
One thing I wonder about Oswald though, is he did have children. A lot of the loner stuff I wonder about when he seems to have been a relatively faithful family man.
