In America the summer sleep away camp is a traditional right of passage for Jewish adolescents. So when Emmanuel speaks of this it is born from his own experiences. the fact that it aligns with Obama's pronouncements about a civilian defense force is a problem to be dealt with, but Emmanuels' proposals are what he grew up thinking was the norm.
